Disaster-affected populations are not just victims. They are first responders, knowledge holders, and long-term stewards of their own recovery.

The global humanitarian system is at a crossroads. Disasters are growing in frequency and complexity, yet too often, the communities most affected are placed at the end of the decision-making chain.

The concept of localisation and co-creation seeks to change that. It’s about ensuring that resources and decision-making sit closer to the people and systems who live with risk every day, transforming humanitarian action from something done to communities into something led with and by them.
